Condos, Coastal Property & Flood Insurance

Florida has specific rules that can affect financing for condos and coastal property. Condo and co-op buildings with three or more habitable stories are required by the Florida DBPR to complete a Structural Integrity Reserve Study and, where applicable, a Milestone Inspection — the results can affect a building’s mortgage eligibility, since lenders like Fannie Mae will not approve financing on a project with unresolved critical repairs or inadequate reserve funding.

If a property sits in a FEMA-designated Special Flood Hazard Area, most loan programs require flood insurance. Florida’s own property insurer of last resort, Citizens Property Insurance Corporation, is also phasing in flood insurance requirements for its policyholders (fully required for all policies by 2027, with earlier thresholds based on dwelling value) — worth checking regardless of which company ultimately insures the home.

Second Homes & Investment Properties in Florida

Florida draws a lot of buyers purchasing a second home or an investment property, and lenders treat these differently from a primary residence. Per Fannie Mae, a second home must be occupied by the borrower for part of the year, limited to one unit, suitable for year-round occupancy, and kept under the borrower’s exclusive control — it can’t be a rental or timeshare, or be controlled by a rental management company. An investment property, by contrast, is one the borrower doesn’t occupy at all.

Both second homes and investment properties are subject to loan-level price adjustments — additional pricing that reflects the higher risk lenders associate with non-owner-occupied or part-time-occupied properties, compared to a primary residence.
